Readiness Program
Territorial Readiness & Legal Certainty Program 2026–2027
Strengthening Governance, Documentation, FPIC and Activation Readiness Across Latin America
At ORO ECOLÓGICO NEXUS, we believe that communities should not have to wait years for opportunities to emerge before building the foundations necessary for long-term success.
For that reason, ORO has launched a comprehensive Territorial Readiness & Legal Certainty Program across its participating territories in Peru, Colombia, Bolivia and Brazil.
The objective of this initiative is to progressively strengthen governance documentation, community authorizations, Characterization Sheets, Community Life Plans (Planes de Vida) and Management Plans (Planes de Manejo), GIS information, territorial intelligence, carbon rights documentation, natural capital asset documentation, FPIC processes, and activation readiness across the ORO Territorial Participation Network.
What Is Being Done?
Systematic Review and Harmonization
Over the coming months, ORO will systematically review and harmonize documentation across participating territories. This process includes:
- Contract review and consistency verification
- Identification and correction of documentary inconsistencies
- Generation of errata sheets where required
- Preparation of corrective and harmonizing addenda
- Expansion of documentation to reflect ORO's four-phase participation framework
- Notarization and legal strengthening where appropriate
- Organization of governance and readiness records
- Continued FPIC and community engagement processes
Four-Phase Readiness Framework
Four-Phase Readiness Framework
The purpose of this effort is not merely administrative. It is to ensure that participating territories have a documented pathway across the four layers of the ORO ecosystem:
Phase 1: ESG Impact Membership™
Support for Community Life Plans (resguardos and communities) and Management Plans (private areas), based on Characterization Sheets. Launch preparation target: 1 January 2027.
Phase 2: Carbon Development
Its own later decision. The partner's standard and methodology. No credit issued by the decision.
Phase 3: Natural Capital Opportunities
Its own later decision. No unit issued by the decision.
Phase 4: Article 6 and Future Environmental Assets
Its own later decision. Territorial basis only. Host-country authorization is not claimed and is not replaced by the meeting.
Activation of each phase remains subject to community or landowner decisions, governance processes, FPIC requirements, and local priorities. ORO's objective is that the required mandates, documentation, governance instruments and readiness structures are progressively put in place beforehand so that future discussions focus on activation rather than renegotiation.
Rights of carbon or natural capital that have been ceded are not equivalent to credits issued, certified or sold. As of the date of this page, zero carbon credits have been sold from any participating territory. Each phase requires its own free, prior and informed consent and Assembly or landowner decision. Preparatory documentation does not activate any phase by itself.
What Is a Characterization Sheet?
What Is a Characterization Sheet?
A Characterization Sheet is a structured territorial profile prepared by community authorities, Indigenous leadership, cooperatives, organizations, or landowners. It typically documents:
- Governance structure
- Current situation of the territory
- Productive activities and production units (existing or to be implemented)
- Needs and infrastructure priorities
- Territorial risks to mitigate
- Environmental attributes and biodiversity considerations
- Community or landowner priorities
- Long-term development objectives
For Indigenous territories, Characterization Sheets complement Community Life Plans (Planes de Vida). For private areas, they support Management Plans (Planes de Manejo). Together, they provide the foundation for informed decision-making and future opportunity development under the ESG Impact Membership™ program.
Life Plan in Practice — Example 2
Example 2 — Resguardo Kawaneruba (Piapoco), Vichada, Colombia
This Life Plan records the community's current conditions and immediate priorities. ESG Impact Membership™ support is designed against priorities already written in documents like this one. The full Life Plan is delivered as part of the readiness file when a company selects the area.
Signed instruments are held. Nothing has been issued. Zero credits have been sold. Each phase requires its own free, prior and informed consent and Assembly decision.
Building Legal Certainty Over Time
Building Legal Certainty Over Time
ORO views legal certainty as a continuous process rather than a single milestone. Every month:
- Additional territories are incorporated
- Documentation becomes more complete
- Governance records strengthen
- FPIC processes advance
- Carbon rights documentation is reviewed and harmonized
- Natural capital asset documentation expands
- Community and landowner readiness improves
- Stewardship capacity grows
The result is a progressively stronger territorial network capable of engaging with co-developers, investors, off-takers, implementation partners, ESG participants, natural capital initiatives and future environmental markets — when and if each territory decides to activate those pathways.
A Growing Territorial Network
A Growing Territorial Network
• 27+ million hectares under mandates, agreements, active relationships, stewardship initiatives, governance pathways, documentation review processes, or community engagement.
• 200,000+ families and community members represented through Indigenous organizations, stewardship landscapes, conservation initiatives, cooperatives, community territories, and local institutions.
One growing territorial network. One shared principle.
